This is simple.
If addresses must be correct – and you can decide what matters – then they can be checked before they are saved.
As standard, there’s a check when a record is saved with an address that doesn’t already match an official record, and the user is required to select from the given options based on what they entered. In the Kinetic UI or browser this is a slide-over, and in the Classic client, a pop-up. A custom field is added to each data table to be validated to indicate whether the address has been approved, and a security group created for people who are able to manually validate.
If required, at additional cost, the check can be built into the UI so the dropdown and “validated” checkbox appear in the screen directly.
Speaking of cost, there are two options: a subscription is required for the ongoing address lookups, and the software component can either be part of that subscription, or paid for with a one-off charge.
As with all META eight solutions, anything you may need to tweak is user maintainable and you will have access to full documentation, making it extendable with your own expertise if you wish.
